If you want to grow new roots leave the top on the plant ,make cuts where you want the new roots to grow pack with dirt, wrap with plastic wrap and in 6weeks or so you should have new roots.Cut off from the main plant and throw the bottom away.It won't grow without leaves.Good luck!

I think your idea is great, the bottom part would probably branch and you will have a new plant.
Hi Kathy: That's a good plan as cutting the top off would force leafing out. Here are a couple of sites that should help. The first one tells about your lack of bottom leaves:

The leaf drop may have anything to do with underwatering or overwatering. If you overwater a rubber tree, the leaves will fall off. If you allow it to become very dry in between waterings, the leaves may also fall off.
