Do you have a drill? That is what I use. I start with the smallest bit so as to prevent cracking or breaking.

Go to the hardware store and ask them for the right drill bit for ceramic. And ask for tips for drilling - like using painters tape where you want the hole to be.
Make sure you find someone who has done it, not just anyone.
Do not put rocks in them it will rot the plants. Do a pot in a pot if holes cannot be put in.
Pot with holes put in a pot without holes, the best way....but I have drilled holes in the bottom of pots. Use a ceramic bit and go slowly on the presure. If you are using them in the house, you have to use saucers under them.
You can get drill bits for tile that will work. You need to put tape on both sides of where you are drilling the hole to prevent chipping and make sure they are sitting firmly on a solid base when you drill them.
