Hi Pat, some things to take into consideration before you cover the tile without removing.

    1. If you are using a thinner product such as laminate, you will need to add a substrate.
    2. Putting a surface over the tile without removing will raise the countertop accordingly. If the countertop at present is at a comfort height, adding another few inches may be uncomfortable to work on or be an issue with the upper cabinets. Or may just visually appear awkward.
    3. The existing tile has an overhang. Putting a surface over that overhang may or may not make getting into the drawers more difficult.

If these hurdles have been met and pose no problems, it is easier to go over the tile. However, I recommend the tile be removed. Happy remodeling!
