I keep like items with like items. Baskets for small items like small cans cat food, another for spice envelopes and gravy mixes. Put items not used often on upper shelves, purge what is not needed.
I like to organize my pantry by food type. All baking goods together in a basket that I can pull out when ready to bake. All snacks together - chips, pretzels, etc., in one basket and granola bars, fruit snacks, etc., in another basket (easy kid access). I keep all canned items together however separate fruits from vegetable types. All oils and vinegars together and all spices/seasonings in baskets. Not sure if this helps but this is how I have mine organized. Good luck!
Label baskets with groups of types like spices, condiments...If you search on line you can find deco labels and other hints.
Arrange similar to market aisles. I put labels and adjust space as needed.
