No - the bulk of the stones have to be removed.
no it needs soil to grow and take root
We lived in a home many years ago that used to be a hobby farm turned into a neighborhood of homes. Our back yard was where the gravel driveway was and we had a wide strip of lawn that would do good until it get hot. The developer apparently didn't remove all the gravel and replace it with top soil, so it would burn out because it got too hot with all the gravel still underneath. I would make sure you remove and replace.
Nope, it certainly won't. Get ready for a bit of work - but the end result will be worth it.

no you can't put sod over gravel you need to remove the gravel before you put sod down
Would it be easier to add sand on top of the gravel? You can easily throw sod on top of sand, it grows very well, that's how they do it on golf courses!
You'll have to remove the gravel, if you've seen driveways that are gravel, they have sparse weeds growing through, they just can't take root, same with sod.
