I'm going to do just that this weekend. The rocks have sunk into the hard ground and it's just too muck dig up. I'm going to put down fabric or plastic. I plan on making the mulch pretty thick so I can partial bury flower pots in the mulch. This way I can still change out some flowers without having to dig into that nightmare.
Not if you plan on planting anything. The rocks will gradually sink into the soil and if there are a lot of them they make growing plants difficult, as it may cause problems with roots when they try to grow down or the rocks shift and cut them off. It would be easier to get them out now before they sink into the soil too far, than to have to dig them out later.

yes. The ground cloth allows rain and water to seep through...if you are just laying mutch your garden rocks should be ok. It will also keep weeds from sprouting. with the mulch on top.
