You don't really have many options, you could try to till up the soil and add peat moss to break up the clay. This is labour intensive and not that effective. If it were me, I would use what you have as a base, and get a truck load of topsoil (sufficient soil to put about 3 inches on top) then seed or sod over that.

Have it profesionally rototilled and amended. Then lay sod or seed yourself.
It's hard work but dig over and add compost. Also I was once told to improve your soil grow potatoes for a season...and it worked
