did you pull the little slip of plastic from the batteries?
I have purchased those on sale and after you pull the tab covering the battery I got them to work. In any case it may just be a matter of the AA battery being old. Try inserting a fresh battery. I get mine from dollar tree and extend the life expected that way. The bulb has a longer life than the battery. Good luck!
I love solar lights and have a ton of them at my home. I actually purchase very nice ones at Walmart, and they have held up well.
I would take them back. I've purchased many solar lights from Lowes, Menards and Home Depot. I've found that the ones from Menards work the best. I don't buy the expensive ones, just the ones for btwn 1.99 and 3.99 per light (they always go on sale). Good luck!

Instruction should have come with them to get them to work. You need to pull the plastic tab from the batteries. Then you need to put them out in the sun for the batteries to fully charge. Also remove the plastic film covering the solar cell. If the batteries are bad make sure you replace them with rechargeable batteries. Regular batteries don't work.
