I had this problem also in my case I put twi fifty pound bags of sand on the base and made a cover for them then sat small flower pots with succulents on it
I purchased a concrete base for mine. Has been painted a number of times to coordinate with the decor. As long as the umbrella was closed, it survived 90 mph winds just fine.
sand in the base or pebbles
I got a big enough flower pot that I liked. I measured around the pole of the umbrella, got some plastic pipe that the pole would fit into. Cut the pipe so it would be the length to fit into the flower pot up to about 2" from the top. Mixed up a small amount of quik concrete and filled the flower pot with the pipe in the center. Let dry for a day or two. With the pipe in the flower pot, you can remove the umbrella whenever you want.
