What can I use for a privacy divider on a balcony between 2 apartments

I need something inexpensive, something that is easy to put up and take down before winter, something that looks nice. I need privacy.

Have you thought of lattice? It is semi private, light weight and can hold climbing vines etc.
Some sort of bamboo blind or a backdrop you enjoy?
I don’t know how much space you have, but I bought an expanding wicker fencing product at either Menards or Lowe’s las year that I have used for everything from a Dog/Cat Door Gate to a trellis for My Huge Jasmine Plant! And the best part is it Only cost me $7! You could buy several an hang them then weave either Real or fake greenery or My Fav-Light Strings in your Fav color!
Look on amazon the have some really nice ones, inexpensive too!
