Which is the best evergreen vine to plant in my area of California?

I live in zone 8-9 . Have acid soil at 2200 ft elevation. Choosing to plant a hardy climbing vine for privacy on cyclone fence. Must stay green year round. Hot Summers to 100+ degrees and cold Winters to 29 degrees at times. Tall conifers and oaks shade the area during the Summer. Partial sun and shade.

angel Jasmine. I love when it blooms in spring. a wall of fragrant flowers. Humming birds love it too.

Clematis if you keep lots of bedding around its feet to keep it cool and moist. Kudzu, if you can control it.
