It appears to be mealy bugs. Spray the leaves down with neem oil making sure the entire plant is covered as well as the soil
Try diatomaceous earth it is natural and it kills bugs all kinds you can find it in hardware stores usually brown or white is ok

It's a little hard to see the insect in your picture and this is unlikely, but could it be the first instar stage of the Black Swallowtail butterfly caterpillar? They love parsley and other herbs and the young ones are black with a white stripe and resemble bird poop. https://bybio.wordpress.com/tag/caterpillar-color-variation/
If you have caterpillars and want to remove them, it's best to break off the part of the plant where they are and move them to another host plant, such as Queen Ann's Lace. Good luck!
Meaganlhd is correct. If you put poison on parsley, you likely will be killing future swallowtail butterflies. And, will you want to eat it if you put poison on it?!
