Put cotton balls soaked in ammonia around the garden. Replenish as needed.
Get a cat deterent that is motion detected that either fits on your hose, or is an air spray can to train your cat away. Put dollar tree forks tines up in the dirt and sprinkle either citronella crystals or dried lemon meat/peels. The first hurts them and the second repels them. They hate lemon. Hope that helps.

Buy some chicken wire and lay it on top of the garden beds. The cats' paws won't like the feel of it and will move on to another yard. If you are very particular about your garden and find it unsightly, place the chicken wire one inch JUST below the surface of the soil. The wire will be disguised by the thin layer of soil, yet still prevent the cats from scratching the surface when they urinate, etc.

Cats don't have a good sense of smell, but certain textures bother them. Aluminum foil is especially scary. Every cat is different about what texture they won't dig in, but you can try coffee grounds, nut shells, dead leaves, I once had a cat that wouldn't touch organic cat litter made from wood chips. I didn't even think about putting it in the flower beds until now. If all else fails, chicken wire just under the soil in their favorite area for digging.
