If these are in your kitchen, you might be dealing with drain flies. They hatch out every 1-3 weeks and become a pest in your home. You can clean your drain well with boiling water and bleach. Repeat each week until they are gone.
These may be fungus gnats. They lay eggs in moist soil. The trick is to let the top layer of soil dry out...nowhere to lay eggs anymore!

Perhaps the soil in the plants are too moist. Some folks have this problem, very often, but I have never had this. I water only 1/2 of the saucer on the bottom of the pot, and no problems. Only water according to your reg. schedule. J.
