What I have found to be successful at keeping them out of potted plants is using sea shells, pieces of broken ceramic tiles (these help with preventing evaporation too), brick fragments, larger flat stones, pretty much anything that stops the digging by being too bulky for them to move.
A sprinkling of powdered cayenne pepper works well!
Use in bird feeders also! The hot pepper does not affect birds.
It also works on all warm blooded animals.

Rocks. Buy a bag of river rocks from a home improvement center. Too heavy they can't move them and make the potted plants look pretty.
