Dig it out make a planter or you could chop it out with a saw or ax
Either you will have to dig it out which is a lot of work. or you can dig around to just loosen the dirt and hook a chain around it an hook it to a tractor or a vehicle and pull it out of the ground but don't let anyone stand near it if you do this in case the chain breaks or comes loose or you can go to your local Home and Garden Center and get some stump rot and drill holes in the stump and follow the directions on the container about how much to use in the drilled holes and you will have a rotted out stump in no time as it rots you can knock the rotted pieces off and drill more holes in it if the others weren't deep enough to start with and insert more stump rot but be sure to wear gloves and protective eyewear when using any kind of power tools and or chemicals.

Drill lots of holes in stump and fill with epsom salts. The stump will rot away.
Burning out stumps is always an option but you can also drill a hole in the center, pour salt and over time ( it takes time) it will rot out.
