Since the leaves of rhubarb plants are poisonous, and discarded when the rhubarb is harvested, I have not found it necessary to treat the rhubarb leaves for these holes. Slugs are rhubarb pests that are commonly found on the stalks and occasionally on the leaves.

Buy some netting to keep them off the plants, Amazon has lots and lots of it, a good variety of sizes and holes. What might work too is some nylon netting from a fabric store like Joann's. Be sure to have the ground area well secured so they do not enter there.

Tomato cages can be covered with netting or even cut up panty hose. If you have garden snakes, they will eat lots of insects, including grasshoppers. 😁☺️
