Kill them with vinegar then dig out, or simply dig out and be sure to get the entire rootball.
Or ask family, friends and neighbors if they want them for their garden. Let them come dig out for you. I have a bunch myself, and I let some go to seed, the bees love them.
Dig the garlic and chives out of the soil with a thin trowel, removing as much of the bulbs as possible. Stuff the removed plants into a garbage bag. Composting the garlic and chives can lead to accidental spreading if you do not remove all the bulbs or seed.

You have to dig up the bulbs. Just use a small garden spade and turn over the soil. Hand pick the bulbs out. Easy to see since they are white.
