If the cats belong to your nei h bors, go and talk to thrm, explaining what their cats are doing.
These maybe feral cats and an effective way is to put down wire mesh in between the plants, that way they cannot dig and go away.
The other suggestion would be to have a garden hose attached to a motion sensor. When they come by it is activated and sprays them with water and they do not like to be wet.
You can get this setup a big box DIY stores.
Plant lavender, sage, rosemary, Rue, marigolds, peppermint in pots. Sprinkle cayenne pepper, cloves, orange peels, etc. throughout the bed areas. Some people have inserted forks, handle side down and closely spaced into the dirt. Others have set up water sprays to a motion detector.

I actually have this problem and I bought generic ground coffee and spread all around , Cats 🐈 do not like the smell of coffee, I do this every Spring and Fall !

Hi Diana: One thing you can try is to put down a layer of lava rocks. They come in a couple of colours. They are pretty and the cats don't like walking on them, let alone digging in them to do their business. And, as a bonus, if someone decides that they want to walk through the area at night, you will hear them crunching on the rocks. Good luck
