Buy a mylar balloon filled with helium at the grocery store. Tie it to a weight so that it floats a few inches below the "roof" of the deck. The movements of the "intruder" balloon will discourage the birds. Or, just enjoy watching the nest building, hatching and fledging and clean up after they've moved out, usually only a couple of weeks. -

Buy plastic snakes and put around that area -

Put up lattice around the bottom of the deck. If the holes are too large and birds can still enter line the inside with screen. Attach with staples or hot glue. If you use hot glue make sure the screening is metal and not plastic.
