It looks to be in very good condition, I'd guess it is refinished, value depends on whether it is in working condition. These are not as popular as they were a few years ago, but I'd guess that you could get $250 for it. One of the "up and coming" things they do with these oldies is turn them into something functional, like a liquor cabinet/bar. The art deco styling and burled wood is very attractive to many people, particularly in the larger metropolitan areas.
Awesome piece, I have a Philco from same era, makes an excellent conversation piece. My great Grand parents bought it new for $100.00. A dollar down and a dollar a week until it was paid for.
