Paint is a bond breaker. The paint would have to be removed for any adhesive, mortar to stick. One option is to remove paint along the perimeter. Then you can use a stone/brick construction adhesive or modified thinset and lay a perimeter of pavers. Then you can lay pavers inside without any adhesive and fill the grooves with sand.
Lrabern is correct. The only thing I would add is to spread a thin (1/4") layer of level sand over the concrete to ge rid of any unevenness in the old walk.
