I'd just use plastic ties to attach the bottom of the blinds to the railing that I could remove if I wanted to raise the blinds. I would also not close the blinds completely if the wind were blowing as it needs a way of escaping and not tearing the blinds.
The blinds we purchased at Lowe's has a bracket that you attach to the railing at the bottom on each side. There is a bungy type cord with a ball attached to the 2 edges of the blind that slips in the bracket and this works great. I would make a pic but we had rain yesterday & wind blew it in onto the concrete, then freezing temps and it's like an ice rink out there today.

Seems like about $70 but they are pretty large blinds...Sorry I can't remember size. But can't hurt to look!
