You'll need a sander with spare replacement sheets to cut back old sealer/varnish. Check with your local Hardware Store for appropriate varnish product then paint over with weather resistant sealer. ?? Good luck 😇
If you have not started with a pressure washer and some deck cleaner... you might be surprised at how well that works to clean it like new.
If you want to resurface it... you can get those paints that add a texture covering to it... but I read it can feel rough on bare feet and get hot! They also sell those thicker paints as well without the grit.... they cover small imperfections well.
If you actually need to resurface it smooth again... try a good Belt Sander to go in the direction of the grain. Then seal it soon after.

Home Depot sells a product named "Deck Over". It is amazing. There are three grades. We were advised to use the middle grade by a friend. The most expensive grade proved to thick and was hard to apply. What a difference. After two coats no splintered wood at all. We have had many compliments on it.
Sikkens best stuff on the market. Expensive
