My garage floor is cement, and is discolored from our golf cart, etc..

You can get a cement paint, or stain, to try and cover the stains. You can also try bleach and a power washer, that might remove the rust stains
You can paint and seal (any color you want), or you can get garage flooring tiles at Home Depot. They are great.
