Scrap off as much as paint as possible then strip it before painting
Scrape the loose paint, sand it smooth, and then prime and paint.
Scrape all loose paint off. Sand smooth. Wipe down with TSP. Prime and paint with a good exterior door paint. I would recommend Sherwin Williams.
Scraping, sanding and cleaning are all good beginnings but instead of paint look at exterior colored stains. It doesn't chip away but slowly fades. You may consider an awning to prevent weather damage in the future.
Scrape off as much of the peeling paint as you can. If it' is still uneven apply Citristrip paint remover according to product directions. Rinse well, then sand if it's needed. Primer with a good primer such as Kilz or Zinsser, then paint in the color of your choice using exterior paint. You could seal with a clear coat to make the new paint last even longer.
I would remove the door, place it on two saw horses then scrape off as much as you can, sand the rest smooth, then prime and paint as others suggested. I would wear a mask, too. You never know what kind of paint was on the old door before.
