Seal the paint with an exterior polyurethane.
Agree with above the porous terra cotta clay pot is a permeable membrane that needs to be sealed before a decorative finish is applied. Alternatively you could decoratively paint on a metal or plastic pot and place the terra cotta pot inside.
Maybe seal the pots before painting?

any time pots are painted for exterior use they must be sealed with a exterior marine varnish
