My concrete counter tops are very dull where I have wiped them over the years. A few spots where spilled lemon juice has caused discoloration.
I used Behr Deck Over paint on our concrete about 2 1/2 years ago and so far it is holding up great. We used the same product on our wood deck and it only lasted a few months before it started peeling terribly, but so far so good on our concrete.
You can paint on a rug, or stencil a design
Just remember you'll have to keep touching it up, won't last. Just buy an inexpensive outdoor rug , add some potted plants and seasonal decorations. Much easier and can change out as you like.

Add a border, even if it is painted, not steel or wood. Please take pictures of before, during (2), and after and post it on Hometalk. You can always do more, but posting this will help others with plain decks.
P.S. seal and coat everything, including pillows, so that everything is washable. ☺️
I know you asked about paint but I would stain unless you want to upkeep the paint. In my experience, the paint is a lot of upkeep.
At the hardware store you can buy paint that is made for concrete. Pick a natural color that works with your house and it should be easy to upgrade your deck.
Don't paint concrete. Moisture will make the paint peal. Stain it instead.
Contact a local paint store...not the big box stores...and talk with them for what works best in our area!
