The old tried and true method is to u a scraper. Just make sure to take care that the scraper doesn’t dig into the wood. Ano option would be to buy the power tool that does this in much less time, but you will have to do a larger area, and it will take some practice to get used to the tool.
My husband scrapes and sands before doing any painting on the outside of our house. Just did that in repainting our front porch ceiling.
