They can be spray painted with a paint suitable for the type of material used for the shade. It can be covered with a piece of fabric that is sewn into a tube, add pockets, top and bottom, for elastic to go through (shorter than the circumference) sew ends of elastic and slide over the shade. -

Hi Missy! You can definitely update the shades by replacing the current with fabric. If it’s the type of ”paper like material I think it is it may not hold up with paint. You can use fabric, make pleats and pin with sewing pins, then I would iron your pleats in place and use a heavy spray starch. After that you should be able to tack the fabric onto the shade.
