Spray paint they make one especially for plastic

I would clean it off, use a spray paint primer, then spray paint it any color you want. Be sure to use a drop cloth to protect the surrounding area and do it outside or at least in a ventilated area like a garage with open doors. I hope that helps. Wishing you the best.
Our plastic white table was badly stained so I sanded by hand (took about 30 minutes). Rinsed it off, let it dry overnight and then spray painted it. It now looks like new and only cost 99 cents (thanks to Walmart's cheap spray paint).
Cleaning, and Spray paint for plastic. Turn table over, do bottom first. Dry between washing and coats of paint. Pick a nice color. You can make it look great and will be so proud. Chairs too. Have a nice day. :)
I have a Rubbermaid love seat that my daughter found on the side of the road. It had lived a hard life and had black specs all over it and really dirty and was powdery, too. I used a Mr. Clean Magic Eraser and an orange oxi multiple purpose spray that I found at Home Depot really cheap to use on the vinyl on the boat. It took some elbow grease, but it now looks like it is brand new and shiny and I didn't have to do anything else.
