What fun! Sand, paint, decorate, seal the tops. Spray or brush paint will work and there are hundreds of ways to decorate the trays. Paint each tray a different color. Paint, stencil, decoupage or stamp a design. Use Unicorn SPiT or alcohol paint for other looks. I hope you find just the right ideas for your TV trays. ☺️

Gentle sand and then prime with metal primer. two spray coats of car paint or other metal paint, or when done, cover centre with transfer or decal etc.

Oh I would spray paint them and then either stencil a design on or use furniture transfers to add one. They're so simple to use and come in tons of patterns and styles.
