You'll have to strip it with Citristrip if you want to go down to wood , which would be beautiful and timeless . Bassett makes great furniture , but whoever painted it messed up or it wouldn't be turning yellow .
Or you can go the easiest route and use chalk paint over the existing paint . Just be sure to protect with wax, a process that will have to be repeated every few years or polyurethane it once (use the WATER-BASED one or it'll turn yellow and you will doing this all over again . )

Sand it and paint it.
you need to sand it down a little put a primer on it and make sure it dries for a day .. then paint waiting for the recommended time between coats
