Redo my coffee table and in tables ?
Do I have to sand my coffee table and end tables before restraining or refurnish them the legs have chips all over them

If you have chips then you should sand them smooth. Otherwise you can clean them, give them a light sanding and repaint or re-stain.
If there are chips, I would definitely sand until the surface is smooth. There are paints that don't require much prep work though, like chalk paints. Just remember that if you use a chalk paint, you'll need to finish it with a top coat--a wax or something else.
