Mix up some really hot water and some fabric softener in a spray bottle. Spray it on the section you're working on, let soak in, then scrape off. If you have wallpaper with a strong surface that doesn't absorb liquid, use a scoring tool from your local home improvement store before spraying- it will punch holes in the paper so the liquid can soak in.

I've found renting or buying a steamer saves a ton of aggravation.

Normally, you can grab a corner and it pulls off, usually in sheets depending on quality of paper. If it is truly paper, you may have to saturate with the above method as well as score it. Hardware stores also carry a wallpaper stripper, as well. Or you can rent a steamer. If you are repapering, I suggest a vynal type paper or heavy duty one so you won't have to go through this again. Scoring and spraying is a real pain. Once you have it off I found the slickest method of removing the old paste. I was having some wallboard repaired before repapering and noticed the gentleman doing to work was sliding all the old paste off slicker than anything where he was working. I asked him what he was using and he said "all purpose dry wall mud". I got a bucket of premixed mud and it took the paste off so easily. No elbow grease needed. Just put it on the wall with a brush and let it sit for a few minutes, then use a putty knife to scrape it off. If there is a little left repeat the procedure. I did wash down the walls with bleach water and rinse afterward. But, this was the greatest discovery after years of tedious paste removal everytime I changed wallpaper. Good luck with your project.
