IIf the surface is good you should be able to repaint. If not, get a wallpaper steamer. Cross-hatch an area at a time, apply the steamer, and scrape. Finish by rinsing with really warm water & vingegar solution to remove residual glue. If theeny have wallpapered over drywall without primer, then that is a problem.
Tough to remove painted wallpaper. More work involved than if it wasn't painted. To just paint it, wash it down, prime with Kilz primer then paint.
Take the wallpaper down, or your asking for a big headache. Roll it with a roller and warm water, scrape it off with a putty knife, large. Scrub the glue off, Let dry and paint.
