If chipping may be latex over oil. I'd wash the woodwork down with TSP and sand the chipped areas and touch up with primer. If when you sand and the paint scuffs off more or seams elastic, it's definitely latex over oil. At that point you will need to reprime all the woodwork with a binding or oil based primer and then repaint with oil based paint.
