It depends on the paneling. If it's wood you have a couple of options for staining. You can use a product like Minwax Polyshades or you can strip off any finish and redo the stain on the wood. Here's a couple of tutorials that can help with your research. Wishing you the best.

If it's wood, you can sand or strip and restain. I recommend sanding if possible because stripping may not allow the new stain to absorb properly.
I agree with Linda. If it's not wood you can't stain it.
