Needing I rail section. for spiral staircase?

Many big box stores sell the sprial stair case kits I would think they could order specific parts. Have you asked? If they don't they should be able to steer you in the right direction.

Either a metal works shop or maybe a welder could help you. Also you could check with the manufacturer and see if they have the component you need.

I would try online sources as suggested above if local hardware stores cannot order for you.

Do you know which company manufactured the stairs? They would be your best bet for the proper fit and finish of the project.

Have you looked into having a replacement made? Some metal fabricators will do jobs like this.

If you can't find a replacement rail, I would make a trip to a metal working shop to have them craft one for you.... take the other one with you and write down the dimensions, and take a picture of the staircase on your phone to show him.
