when was the last time you changed the spark plug?
Quickest and cheapest fix for the engine surging is called "Start your Engine". My mower did that after sitting all winter, and one little bottle of this stuff fixed it in minutes. It cleans out the buildup in the float bowl of the carb quickly and the surge should be gone until next season!
