Use a sanding sponge. If you are just sanding to paint you can use a green Scotch Brite pad to remove any gloss. To remove more use a red Scotch Brite pad. If there are scrolls on the legs use a length of coarse jute or hemp rope and in a sawing motion.
I buy the sheets of sandpaper in various grits, fold one in half, then put around the leg, holding each side, then work back and forth like you would using a towel on your back to get it dry. Do one side top to bottom, then use the sandpaper on the opposite side, and repeat the action, turning over the sandpaper as it gets worn.
I usually turn the piece over so the legs are up, and then I work my way around the piece so I get all sides of the legs.
