    Sand down the top, round the edges with a router to get the edge chips out, get some food safe finish like bees wax based stuff to protect it.

    Did you mean to say "tearing up" or is there actually tar on the counter. Is the counter real butcher block or is it a laminate. If you could post a picture, that might help you get an answer.

    Just a thought... try light sanding first with a fine grain sand paper or block... then fill the area with (Elmer's - wood filler) let it dry and you can sand and shape it any way you need it, it is also paintable, stainable and holds up very well. Plus it is water proof and washable so you don't have to worry about washing's, spill's or just normal work on it. It is food safe and no poisons.
