If they were indeed glued on, try your blow dryer on highest setting to soften the glue .
take a utility knife and score the rubber to see if it can peel off that way.... don't cut too deep.....
I used a craft knife before to cut one side, then peeled rest off. Adhesive remover from hardware store could help make easier.
I would buy Googone and pour In a smal container and soak the rubber leg and see if it will dissolve the glue. I have used it with great success

Usually a hair blow dryer or a heat gun can be used to soften the glue/adhesive. It works quickly to remove labels from glass or plastic, so I believe it will help you remove the rubber tips on the legs by softening and releasing the glue.
You can use a solvent to dissolve the glue. It will have to be injected inside the feet where they come in contact with the chair legs.
