Is this your own property? Do you have insurance? How big is the area? If you let it dry out, you may only end up with a stain, which can be covered, but if it comes away you will ,Probably need a Plasterer as type of ceiling finish.

Start earning $90/hourly for working online from your home for few hours each day... Get regular payment on a weekly basis. I can't believe how easy it was once I tried it out. Go this site and start your work.. Good luck... http://ow.ly/w4J330fkxvX

Replace the existing light with a 4-lamp fluorescent light fixture. (You can use the wiring from the existing light fixture.) The fixture should be wide enough to cover the bulge.

Was the leak taken care of? cause that looks bad. They usually remove a square of the drywall right where that bubble is, and shine a flashlight up to see where its coming from.
That looks like someone painted semi-gloss paint over a home-made texture, so its not going to scrape off. I would use an electric sander to take the high points off that texture, and then use this technique.... https://www.youtube.com/watch?v=jeGWbgAUvCM thats a 12" taping blade which makes it go pretty quick, then lightly sand, prime and paint.

If the leak has been fixed...I would replace the fixture and use an inexpensive ceiling medallion to go around the opening.

Sorry Elaine, this isn't really an easy fix. The drywall (or plaster) needs to be repaired.
Cut out a section of drywall larger than the damaged section.
There are kits available at your local hardware store to make the repair.
Put increasingly wide layers of drywall compound at the margins of your repair, sanding between layers.
To change the texture of this ceiling, the entire ceiling needs to be resurfaced. A less expensive option would be to blend your repaired section in with the rest of the ceiling. You may be able to blend using a large natural sponge.

We did use a sponge to do the flower pattern on our ceiling in our home 2 homes ago where we took out a wall to enlarge our kitchen. It wasn't so bad.

Another fix would be to sheetrock over the whole ceiling when you are positive there will be no more leaking. It seems like a lot of work, but will probably be less trouble than trying to match that texture.
