Are you asking how to work on your roof safely or how to reattach the vent or both? Did the whole unit come off including the flashing or just the top part?
One youtube will show you the basics of how your roof vent was originally installed. One is how to use a safety harness. The third is how to use roof jacks for a steeply pitched roof. Unless you have a one story home with a low pitch roof that you can easily move around on, doing this safely requires a bit of equipment. It's an easy enough job for someone with the right equipment so it may be easier for you to just hire someone.
