The nails I used for some reason have magically popped out . Why did that happen?
You will need a masonry drill bit to drill holes for masonry screws. Nails will not hold in brick or mortar. Here's a link for you:

You can not nail into bricks! You'll need to get a masonry bit to attach the shutters to the brick. Take careful measurements prior to doing the install so you don't end up with more screwholes in the brick than absolutely necessary.
