if its not an expansion joint, yes the crack should be filled, there are products on the market made to do that very thing. i refer to it as sloppy caulk. its very runny, and you may need to apply it in layers to get the crack completely filled. ask your diy store sells associate where to find it.
All concrete cracks. There are no exceptions. If the cracks are causing a problem -- such as a very large crack making it hard to drive or walk, it needs to be repaired. Otherwise, just leave them.
