Try a home improvement store for window well covers. They are thin plastic Made to cover your basement window well But will still allow light in
You have tried it all on the ground, it seems. How about nailing a piece of flashing to the house or windowsill right at the bottom of the window? You should be able to buy a piece of flashing or another piece of metal at any hardware store or home improvement store. Best wishes ☺️
Is there any way you could make or purchase some sort of awning? It would move the rain water out and away from your window. Best of luck to you.
You may need to plant some type of ground cover to prevent mud under the window.
Do you have gutters above to move the water away?
Reslope your ground to slope away from the house. Use gutters to direct water away from the house. Because the water is hitting something hard, it will splash back up, it needs to be something absorbent like mulch.
