You have tried it all on the ground, it seems. How about nailing a piece of flashing to the house or windowsill right at the bottom of the window? You should be able to buy a piece of flashing or another piece of metal at any hardware store or home improvement store. Best wishes ☺️Helpful Reply -

Reslope your ground to slope away from the house. Use gutters to direct water away from the house. Because the water is hitting something hard, it will splash back up, it needs to be something absorbent like mulch.Helpful Reply -
