Make sure you use the right sealant, or it could expand too much, causing further damage. If it's concrete, mortar/concrete repair for outdoor surfaces should work.
Hi Lori! Yes Expanding foam would work nicely. Unless it’s a large section and it would have to be a very large section. Expanding foam goes a long way!

Looks like wood? Maybe you could possible cut a piece to fit in there and use some construction adhesive to hold it. Then put some caulking to fill in any little tiny spaces, then prime and paint.
You will need to put some sort of backing on this before you spray the foam. then you should be able to trim it and paint it once it sets.
It should be repaired with wood. Then it looks like it might need a paint job too. Here are steps to repair a slightly smaller gap on the edge of our porch.
FYI don't forget to use a sealer for moisture protection

I would cut a piece of wood to fit in the hole. Then I would use the foam sealant. Cut it level to the area and paint.
Just replace the rotten part of the wood with new wood and then paint everything should look just fine.
