Since I don't own a whirlpool tub, I can really answer that, HOWEVER, if you don't find any.....consider making your own! There is a fantastic product on the market called 'Sugru'. It is a moldable rubber glue! It is impervious to heat & cold and comes in a variety of colors! Just Google 'sugru.com' and see some of the amazing things you can do with this glue! (it IS removeable, too!!)

Yes they do. Check your manufacturers website. Any pool, spa and pond store should have or they can order for you.
Yes go to your dealer they will have them but usually you can screw them down to reduce the forc, maybe totally off
My tub's jets screw closed. It is the ring around the hole. Just turn it and it will close.
